The survey of the Binghamton school system was made by the State Department of Education on request of the board of educa tion of the city of Binghamton. Formal action was taken by the board on January 4, 1917. After reviewing the differences of opinion which had arisen between the local municipal authorities and the board of education relative to the cost of the school system and the provision of funds for additional school buildings, the following resolution was passed.
