From the fame want of difcernment, the ex portation of money in any kind of coin was for bidden; and, in order to prevent foreign mer chants from carrying it clandefiinely away, they were compelled to change into Englilh merchan dize the entire produce of the goods they had brought into England. The exportation of horfes was likewife prohibited; and the people were nor fufiiciently enlightened to difcover, that fuch a prohibition would nece?'arily caufe the propagation and improvement of the fpecics to be neglected. At length, corporations were eltablilh cd in all the towns that is to fay, the Rate au thorifed all perfons of the fame profefiion, to make foch regulations as they fhould think ne cell'ary for their exclufive prefervation and fue ccfs. The nation is Frill oppre?'ed with a re gulation fo contrary to general indufiry, and which reduces every thing to a kind of mono poly. Em confidering fuch a number of {trange laws, we might be induced to think that Henrv was either indifferent about the profperity of his kingdom, or that he was totally deficient in un dcrfianding. Neverthelefs, it is certain that this prince, notwithfianding his extreme avarice, often' lent confidcrable fums of money, without intercfi.
