It is not that they have resigned themselves to this idea as the best which it is possible to attain under existing circumstances, but because they realize that in the modern world liberty and freedom in the sense of isolated independence is being replaced by idels of self-governing autonomy within a larger federation. This federal instinct is likely to grow stronger and become more widely spread in India as time goes on and the value and advantages of cc-operative existence within a larger Empire are more clearly and directly realized.
