Failure of promotion is produced by irregular attendance, late entrance, early leaving, poor teaching, too much school work, lack of capacity, indifference, physical defects, etc. Most of the failures take place in the early grades, between 70 and 90 per cent before the sixth grade. Out of every hundred making three-fourths time from 14 to 18 fail and from 82 to 86 are promoted. A relatively larger number of non-promoted pupils in the high school than in the elementary school make three fourths time or more. Leaving early is one and one-half times as potent as late entrance in producing non-promotions. While poor teaching and lack of capacity and too much school work are very important factors in bringing about the condition of retardation, their relative effects are hard to estimate.
