"A Little Revolution" 'How Most Federal Powers Are Returned To Our Towns' A Political Novel I. NSA Spy; Law School Dean II. Mister Chief Justice III. Mister President by C.F. Speer Introduction "I hold it that a little rebellion now and then is a good thing, and as necessary in the political world as storms in the physical." (Thos. Jefferson, 1787). The first premise of my book is that our towns are in a much better position to take care of their townspeople than either the States, or the Federal Government. My second premise is that our Constitution is the only written contract between We The People and our Federal Government- and that every government official and most citizens have taken a solemn oath to 'preserve and protect' it. I recognize that convincing the 'best and brightest'- those who have demonstrated the leadership talent to 'make things run', and 'get things fixed'- to volunteer a few years of their lives as 'citizen politicians', will not be easy, because of the stigma attached to 'career politicians'. I should add that exceptional leaders have always emerged when we need them most, and that we Americans are always at our very best when things are at their very worst!- as in the first dark days of WWII and sadly, at the present time. After 14 Presidents, I have created my own fictional 15th - a central Illinois farm boy named Jack Fitzgerald- 4-time All-American; 2-time Heisman Trophy winner; a great leader, and 'The Architect' who first re-designs 21st century American domestic politics, and then our relations with foreign nations. Here are a few examples: -Town-paid tuition (age 3-Ph.D.) at any school, especially adult education: -Town-paid jobs ($100/day; $12.50/hr min. wage), age 16- retirement age 70; -Town-paid healthcare, performed mostly by 'House-Call Docs', at much lower cost. -A Single 10% Tax on all purchases; asset transfers; and corporate mergers- paid to town tax accounts daily- no exceptions, and no double taxation, such as debt repayments and pension distributions. Tax revenues in year one are $5 trillion (vs. $2.6 trillion today) - divided 50% town; 10% County; 10% State, and 30% Federal. Those with the most money pay 85-90% of tax revenues; -No tax on earnings; profits; or property- No IRS; tolls; duties; fees, or even parking meters; -No EPA; no VA bureaucracy- Agency/sub agencies reduced from more than 600 to less than 50, mostly related to national security; -Substantial increases in military personnel; military hardware, and security personnel; -Conversion of Social Security, and all other pension plans, to Personal Pension Accounts (PPAs) in T-Bonds, managed by the Treasury Dept., averaging $700,000 at retirement age 70, and funded by past net contributions, plus employer-paid 10% contributions on wages, and 10% pay-in by independent professionals; -'Private Sector'-level salaries for all political offices (e.g. $50 million/year for President, on down the line to Councilperson); office holders pay for personal staff, personal travel, and their political campaigns; -2-term limit for all offices; no cash campaign contributions; but unrestricted support by individuals; -Elections by popular vote only- no 'Electoral College'.
