One third of the Gypsy population have nowhere legal to stay. This unique and comprehensive guide sets out the issues and shows what local authorities have or have not been doing since the Conservative government guidance in 1994. This guidance instructed planning authorities to set out clearly the criteria and framework for additional site provision but removed the duty on local authorities to provide Gypsy sites. The guide comprises two complementary elements: an introduction to the directory, main findings and discursive material based on the research, providing the policy and legal context for Gypsy site provision; the directory, containing the planning policies on Gypsy sites and the stages through which Development Plans have gone, for each local authority in England. This mixture of factual, reference material and analysis of research findings suggests amendments to national policy and guidance and provides recommendations for future research in the area.
