A Commonwealth HIV/AIDS Framework for Human Resource Management in the Public Sector

‘A Commonwealth HIV/AIDS Framework for Human Resource Management in the Public Sector' provides guidelines to governments to help them respond effectively to the challenges of HIV/AIDS on human resources in the public sector. By its nature a framework is expected to endure the test of time until the understanding of good practice enshrined in its content changes significantly. To this end, the framework has been developed with an eye on big-picture trends and significant ongoing challenges as they relate to human resource management and associated areas in the context of HIV/AIDS. The framework sets out a six-stage process in response to the HIV/AIDS challenge: 1. developing a critical national strategy; 2. human resource scenario planning; 3. undertaking a resource capability assessment; 4. building a communication and publicity strategy; 5. developing a national baseline strategy; 6. HIV containment, programme mainstreaming and contingency planning. The Framework will be valuable not only for Commonwealth governments but for all public sector planning agencies with responsibility for human resource planning in the context of HIV/AIDS.
